The concept doesn't quite translate to western relations, so I understand the problem.

"Big Sister" I guess would be the best generally as it conveys respect and affection.

I understand your intentions with that. but the nuance is totally lost in a simple google translate style swapout. There is so much implied by Kuroko's use of the honorific, something like ''Dearest Sister'' doesn't even match up as there is often an implied familiarity and playfulness in her use of the most respectful of honorifics (-sama).

It really is such a minefield that the translators really would be better off writing honorifics as they are heard, It becomes a bit like, if the MC is called Subaru, and tha translator decides to replace that with Sam, as that is more suitable for westerners. Every time we here "Subaro" we read SAm, and with a name we have to do that A LOT. Its totally jarring and an immersion killer. especially with Kuroko in Raildex, its practically her catchphrase for fucksake.

It seems like another case of laying the tiniest of minorities (Those to stupid to figure out what honorifics are after watching like a half dozen animus, probably one in every hundred or so)

As for dubbed they can do whatever they want, Sissy would work in dubbed as there is no contadiction between what is heard and what is read.

Imagine being retarded enough to not want English subtitles to be in English.
It baffles me why people want to leave random shit in Japanese. If you hear an honorific and in your head are able to put meaning to it, then that meaning can be portrayed in the subtitles, so that the subtitles are actually the language in which they are meant to be. If you want non-English in your subtitles, switch to Japanese subtitles.

Imagine being retarded enough to want Onee-sama not to be translated to English in English subtitles while posting on a piracy site saying that Onee-sama doesn't mean Sissy, when in fact it does. In its most literal translation, Onee-sama refers to a highly respected older sister. Sissy works, regardless of your opinion of whether or not it is a good choice. It may not be the "best" choice, but it is an "accurate" portrayal.

I wonder... what would YOU prefer it be translated as?

The population scare is a myth set up to fuel a farcically run economy, and these economy bubbles only really affect BIG business, Amazon. Google, National Banking and so on. Basically these Oligarghs are moving people out of third world countries into first world countries to keep these bubbles afloat.
