As Yogicat says, as a patch, no.  But these commentaries are also available as an audio track and as a stand-alone English ass subtitle file.  Here's a link for the ass file for ep 1, if you would like to get some sense of what the translated commentaries are like:

With some effort, most video players can play 2 sets of subtitles at once, one at the top (commentary ass) and one at the bottom of the screen (dialogue).

Also, the 1080p patch, should it arrive, will be for the new 1080p recodes, not for older versions of Coalgirl's Bake.

I've watched the new episode 1, and there have been some nice little improvements to the dialogue over the previous Coalgirl's version.  Less change in ep2, which was already very good with difficult but important lines.  The 720p and 1080p Hi10p encodes look nice and play easy on a basic i3 laptop.  I believe they are both new encodes, but I can't say if they are better than the previous Hi10P encodes.
