my guess is the path is too long. I Could be wrong. You can test it by renaming one of the files to a number (001.mkv) and see if it works or rename the directory to a short name. But you get the idea.

In this case for windows 10 the file names are too long. On my system "[Yameii] The World's Finest Assassin Gets Reincarnated in Another World as an Aristocrat - 01 [Engl" is the max. If I counted right, it's limited to 98 characters +/- 1. I have DL one of the files, and it's truncating the name, I rename it and on my system it plays fine with VLC.

However if it's another OS, who knows? Also if using VLC make sure to have the latest version.

Windows' MAX_PATH is defined at 260 characters, however UNC paths don't have that limitation (they support 32767 characters). Regular paths can be represented as UNC paths with the \\?\ prefix, but applications need to support this style of referencing. I think Windows 10 also offers the ability to bypass MAX_PATH without resorting to UNC paths, but both the system and application need to opt into the behaviour.

I don't know what VLC is doing, but the '//?/' at the beginning of the path is curious, in that it could be using a UNC path (just with the Windows path separator replaced with the Unix '/' separator). But since you seem to suggest VLC doesn't work with long paths on Windows, perhaps not.

I suppose the application itself could always impose their own limits, for whatever reason.

and you know that right now, somewhere in Japan, a manga-ka is coming up with something that has a title that's a paragraph long, and when it gets turned into anime the length of the titles are going to be 32768 characters and we're going to have to deal with this re-labeling thing all over again......

It might also be because in windows 10 you need to turn on support for 32767 characters. Damn Admin you would make a great teacher, you always make me want to learn. Love you for it. =)
