This mp4 was actually issued by UTW as their new low resolution compatibility option. 8-bit, 480p, hardsubbed, but possibly with ordered chapters.  Why not issue an 8-bit 720p compatibility version that looks great and many hardware platforms and software programs can play?  Because the Cartel thinks it should decide what everyone's options should be and spank heretics.

I don't believe MP4 supports ordered chapters.
This is all speculation on my part, but I believe there are a few people out there looking for 480p, where their computer can't decode 720p fast enough. Other possibility is a low quality encode for smaller filesize.
Hardware compatibility can be a difficult thing to get right as different devices can have different capabilities. I'm not even sure how well most hardware players handle .ass subtitles anyway.

1. ordered chapters.  I don't know, but look at the last section of the info header.  Seems like.
2. A lot of playstation and xbox users have gone to some trouble to play mkv with subs, then this mutant hi10p gets thrown at them.

What do you mean by the last section of the info header?
From memory, those hardware devices only support up to High@L4.1 profile anyway, so it's quite possible for an 8-bit 720p MKV not to be playable on them (eg encoded at High@L5.0).
It does suck that hardware never really gets updated, but I can see some peoples' point that if we kept on caring about hardware support, we'd probably still be using 480p Xvid AVIs with hardsubs.
