On the Nyaa page they say, "best available quality".  That's their thinking, I guess.

If your problem is playback lag, try other video players and see if another works better for you.

Torrents use measures against corruption so that wouldn't be my first guess, unless your torrent software generated some warnings or error messages.  

24 completed downloads reported on Nyaa and no complaints yet.  For starters, I would try another video player.  Also, place the mkv in a folder near the drive root.  Weird stuff happens if you have long file names or lots of nested folders in Windows (path character limits).

The torrent also does not work me. When I try to open it in utorrent it says "Unable to load (torrent name) Invalid torrent file". All other torrents work, I'm just getting this error with this one for some reason. The filenames are not very long either, so that shouldn't be the issue.

As for Nyaa, account registration has been "temporarily unavailable" since a few years now, most likely explains why people don't post there much.

I tried another torrent client (qBittorrent) and it worked! Not sure why it didn't work with utorrent.

Speculation, but this torrent uses a 32MB piece size.

Most people who use uTorrent use a really old version, which I think had a 16MB limit for pieces.

Lately it seems [NC-Raws] does 2160p when available from B-Global.

A group called [FS Pavilion] is doing both 4k and a 1080p version of their stuff.  They have a discord.  Perhaps you can encourage them to expand their efforts.

How hard is it to change the quality of 2160p down to 1080p?

if you put it in a Window and use the corners to shrink the Window, the number of pixels shrinks.  Whether that will aid in processing, I don't know.

Re-encoding will do the job, of course.  Look in Wikipedia for reference for HandBrake freeware.  That might be a good choice to start.

If the monitor's registered resolution is less than the file's resolution, then yes.  But would that help laggy performance when the player still has to process the 2160p data before performing even more computations.  I think it's doubtful.

Re-encodes probably exist because you have to reduce the data prior to playing the file to increase performance.

I've never used any, but assorted options like bilinear are in Potplayer's menus under Preferences, Video, Resize.

I have a 720p monitor and it can go to 1080p but anything over that gets kind of choppy on the playback with MPC.
It could also be that I have an older PC.

If you're looking for advice, I'd say move on to other players, assuming you're doing all you can with MPC.  If you can't move on, then I guess you're stuck where you are.

I think the Chinese anime community is pushing forward on tech.  I wouldn't expect much provision will be made for older hardware going forward.  You might have better luck looking for shows on YouTube or other sites where streaming lower resolutions is possible rather than from mkv sources.

Japanese anime will probably continue to make provision for older hardware with 720p and 480p from funi based sources for some while probably just because they always have.

If a system can't play 4K videos smoothly, the problem is with that system's CPU and not its monitor. Absolute majority of displays around the world currently aren't 4K but have no problem displaying (automatically downscaled) 4K videos. But older CPU will have a hard time processing all the data of those videos.
