Idk what's your GPU, but my Intel hd graphics 520 can downscale it to 1080p with bilinear and absolutely no performance drops

if you can use Potplayer it has resize options. Look it's website up in Wikipedia.

The size of the file on my hard drive as well as the strain on my video card is what turns me away from anything above 1080p.
