The best and most powerful media player on earth is K-Lite Codec Pack (Mega) (Its embeded player is MPC-HC). Other great ones are PotPlayer and SMPlayer.

I can confirm I use MPC to verify the output of these files. So MPC should work as well as VLC (also tested when I do my Sub timings). You might have codecs trying to run over one another. Try updating MPC then verify your Codecs. The only active codec I have running is AC3Filter for sound. Hopefully you can get this resolved to get back to enjoying RWBY.
