So they intentionally turned off their subtitles then added screenshots? I'm rather new to this site but is this allowed? Screenshots are there to provide as a preview, visual evidence and quality of the video, but forcing people to download it and see for themselves?

Rather, an mp4 with softsubs is unusual.  The screenshot system is limited pretty much to mkv with ass, maybe pgs and nothing is reflected in thumbnails.

Latest Updates: "8th April 2017: Subtitles are now being rendered into screenshots from MKV files, including all those since the new screenshot system was introduced. These only appear in the full image (not the thumbnail), and by default, is set to render the first subtitle track in the file. SRT subtitles are currently not rendered."

This video is actually an MKV, but named as an MP4. However the AT script only looks at extensions rather than actual media type of the file.
I'm considering changing this, but for the most part, you can probably blame the submitter...

mp4 is a containers like mkv, though limited in what can be embedded. It was a common practice among scene releases for a while, but now they switched to mkv to provide embedded subs.

Screenshots here are generated automatically. It's not done by someone loading up the video into their player and dumping out the image displayed on screen, as the process runs on a screenless server and doesn't use conventional players that you're probably used to.

So to answer your question, it's not intentionally turned off, rather one needs to intentionally render subtitles for it to work. AT does intentionally do this rendering of subtitles, but as mentioned above, only for MKV videos at the moment. The submitter of this video has done something rather weird and renamed the video to have an MP4 extension, causing subtitles to not be processed.

Another thing to note is that subtitles don't always render correctly when skipped/seek'd to.
