As you can see, the audio is AAC instead of FLAC.

Nice catch. These file sizes also seem unreasonably small for 8-bit/ACC. The 1080p file sizes however are normal/bloated.

There is also an ep00 480p available under the 1080p listing.

The ReinForce link above just goes to a Russian torrent tracking service.

This is 8-bit encode, poorly done by someone who doesn't know much about encoding.
And he used Reinforce as raws and Evetaku & Hiryuu for sub.
Quality's fine, still you can wait for proper fansub to release them.

Personally I'd rather DL 8bit than 10bit. With 10bit I have to convert to 8bit (which takes over an hour each, 1080p takes almost 2 hours each).

btw, this is volume 1, and he has released volume 3, but as to volume 2:

"Sorry guys; the timing for volume 2 didn't work out and I didn't complete them. You're much better off picking up Nozomi's release if you want properly timed subs.

I'm not an encoder. I'm just impatient and learned the bare minimum about MKVExtract/MKVMerge and Aegisub for my own benefit."
