my internet service provider blocks all DDL options, onion links and torrenting, while usenet provider resellers are a fraction of a vpn here

Interesting. The question might be what is exactly blocked on DDL. You could start with simple things like ping multiupload.org or whatever site is blocked. Because blocking DDL but not animetosho.org ... i mean this is still https on port 443 as you also can browse this site obv. Technically on nw site file dl are not different to opening a website.
My guess is that rather certain sites are being blocked though some blocklist. And the further question on DNS level or some IP blocklist. Since you also can start usenet clients, this is your pc, fully control? If the ping f.e. is not resolving you could try some "free dns servers" (search, easy to find/add). If it resolves showing it runs on multiup.org [104.21.235.14] but you wont receive answers it probably gets harder. You could try proxies too but you'd probably need to find one not using known port 1080. Or a vpn that allows you to define a port.

Pings results in timeouts, proxys are unusable and I can't connect to ANY vpn services, already tried all those shitty free ones and even paid.

Multiup may load sometimes, but none of the DDL links work. Proxys simply will not work no matter how many, location or config. I've tested OpenVPN and Wireguard, none worked. I guess I'm just fucked, old XDCC releases it is.

Now that's rly interesting - Multiup does work. Just to question, is this your file you try here? Did you check other releases that have been fetched actually? And there not multiup but f.e. krakenfiles? Resp. does https://anonfiles.com/rcP7Dbp0za/ work? Cause multiup does have some ad-links that are on many block-lists.
On VPN yeah I'd guess they do block either certain ports or only allow few, but for NNTP (usenet) to be allowed then ... By default other ports are used but you can change that, depending on the service. Check f.e. https://www.nstec.com/how-to-make-your...-port-443/ . https://windscribe.com/ shall use 443 though might not be trustworthy, for me f.e. it would be https://mullvad.net/en/help/connecting...locations/

As with anything you get what you pay for. If you ( the OP) want a vpn that will work well thrn get a decent one. Otherwise just deal with it.

Surfshark is one of the cheapest quality vpns.

PIA,  Express, Nord, Ipvanish are other good ones.

It seems you know nothing about Great Firewall of China and alike. You think it's a joke?! 0.o
It blocks all the VPNs especially paid ones which are well-known like ExpressVPN, NordVPN, Surfshark, Proton VPN, Private Internet Access, IPVanish, Mullvad, TunnelBear, CyberGhost, etc. The fact is even a mere website like Netflix can identify and block VPNs, let alone a big government.
In such case, free VPNs which no one knows about(!) (and yes, they sell your (hopefully anonymized) data to make money!) have a better chance of bypassing government restrictions.
BTW from what I've read, the only well-known VPN that can circumvent GFC is VyprVPN through its Chameleon technology. And it can be purchased with UnionPay.

And I'm sure not all file hosting sites are blocked in OP's country. I think they have blocked popular ones including UptoBox, 1fichier, ClicknUpload, etc. but there are still many unblocked file hosts (like DesiUpload.co). However, it doesn't solve OP's problem.

@MeH yeah, I mean we still dont know where he does live (which could help) and imo that one line doesnt clarify if he did test changing ports. Its not unlikely their servers themself are blocked. Lol. Where the hell did you get he was in China? If you have access to the sites ip logs just say so. I highly doubt hes in China. The op was very vague with his details so its his fault if we assume and guess. I mentioned the U.S. in another post and he never replied to it So I surmised hes in the U.S. and just inexperienced in the field.

Because of all the anit-piracy laws getting passed some of the isp`s in the U.S. are getting pretty strict. Mine for instance is pretty lax and doesnt give a crap about most things but if they catch you torrenting you will get a threat letter in a few days.
Ive been working with pcs since the 80s. had to do a lot of workj with dos, ftps, portforwarding, proxies, python, etc.  in the 90s and early 2000`s. Worked with various vpns (free and paid) since. I can say from experience that most free vpns are trash. Ive come across a few that worked ok but they are very slow. Not to mention they keep logs. Mixed success with low end and much higher success with the quality vpns. Tunnel Bear paid for instance was trash. Torguard mixed results but more failure than success for my purposes.
Much better success with Nord and Express but they are expensive. The point is yes you get what you pay for.

To the op read up on tracecert testing. If you live in the U.S. your isp isnt blocking vpns. cheap and free vpns are actually being blocked by the websites you are attempting to go to. The free and cheap vpns have a limited amount of ips being used by millions. because of that many websites know those ips and have them blacklisted which means they wont work on the website. Same applies with free proxies. The expensive vpns have a lot more ips available. You get what you pay for with vpns. Also try running in browser in incogneto

Forgot to mention ..... Another option (other than a vpn) if you are being geolocked is to look into a paid Smart DNS service. Cheaper than expensive vpns. Many of the good vpns have it included though.

If all else fails read up on wireguard and port forwarding. Some websites will detect and block vpns by dns filtering

I didn't doubt your netizenship or computer skills as I didn't talk about it. What I doubted was your (first-hand) experience with a (highly) restrictive ISP which even blocks VPNs. And you just verified it by stating that you have no experience since your ISP's policies are "pretty lax".
From my first-hand experience I can tell that if they really want to block VPN access, they can, and using a third-party DNS like Cloudflare DNS or OpenDNS and changing ports and protocols from IKEv2 to UDP, TCP, Stealth, WStunnel and Wireguard don't help. And almost always the most popular and top VPNs including ExpressVPN, NordVPN, Surfshark, Proton VPN, PIA, etc. are the first targets. While lesser-known VPNs have a better chance of bypassing the blockage.

I know the UK is tougher on rules but if you live in North America then you are talking bullshit. Vpns are completely legal here. ISps can block websites but not vpns. Would be grounds for a lawsuit if an isp blocked use of vpns. No clue what country you live in though.
The fucked up thing is the U.S. government is literally trying to make use of vpns illegal. If it passes they could literally make it a crime to use a vpn. They are trying to say its only for corporations but thats complete bullshit. If it passes they will definitely fuck regular citizens in the ass.

Not trying to get into politics or anything. Only mentioning it because The RESTRICT Act, Senate Bill 686 is no joke. If passed it will likely really hurt pirate downloading.

To prevent Piracy many governments are pressuring hosting sites that generate a lot of traffic to give them access to the uploaded files.
Also some of the other "private" sites that you have to sign up for have used that information as a sacrifice to lessen the fines or jail time.
