Here is the standard tool set that fansubs use. It is free-ware and no ads:

is there a instruction/guides for using this?

Use the MKVToolNix GUI, it's pretty much straightforward.

both are subtitles. Just different format.
I think mkvtoolnix is quite intuitive to use.

what subs are good? ass or srt?

.srt is just a plain text subtitle.
.ass can be stylized.
Both work well, just a matter of taste and MKVToolNIX handles both of them.

can i ask does the video has a subtitle attached? i watch the video without the subs and it has a subs title

Mediainfo says there's no soft subtitle within the video itself, but it doesn't preclude the video from having hard subtitles (encoded into the video itself). I haven't seen it myself, so don't know if subtitles are encoded in, but the final screenshot does have subtitles.
Otherwise, it seems like you've answered your own question?

I don't really remember, but the fact that I didn't upload the subs to the mediafire link above, I guess it has hard subtitles thus the external subs is not necessary.
