something wrong in eps 3, it duration only 21.59

Going to https://animetosho.org/file/edg-d-gray...mkv.109601 (click on ep.03 filename) says that the duration is 22mn 50s
Looks like an incomplete download. You can try to repair it with the torrent or redownload again (same host or new host).
Or it could be another problem, check if the CRC matches - ae1857f9, if it does than it's probably codec, I guess.

I get the same early cut off during the EN with the obtained crc Tibb reports (ae1857f9) with CCCP 1/2014.

So the download isn't the problem. And if it doesn't playback with CCCP's latest, something needs fixing.

The torrent author now sounds like he's planning to redo these eps and release the series as 720p only. So I would say might as well wait and see.
