1. The upload uses AAC-LC not HE-AAC V2 as per mediainfo and ffprobe.
2. Your exchange rate is off. Here's a comparison of the spectrograms for this series' first episode: https://slow.pics/c/ldba4A9R (Lossless source, AAC LC 96kbps, HE-AACv2 96kbps, MP3 192kbps, Opus 96kbps); Meaning the uploader's AAC track is garbage.

As info found on google, AAC LC is designed for different purposes. AAC-LC is better for high quality and wide compatibility at medium to high bitrates, while HE-AAC v1 excels at low bitrates with better compression efficiency.

It's not just the audio of this release that's fucked. (The video is also not good either, considering it's HEVC and ~300 MB per ep. Love some HEVC minis!)

But worst of all, there are a lot of really stupid, arbitrary changes made to the script. The uploader (omnipotent500) is very blatantly ESL. ESL people tweaking English scripts rather than scripts in their own native language is ridiculous. I would avoid this release if you care about quality in the slightest.
