I'm confused regarding this but wouldn't this be a re-encode considering that it used an AVC raw for the HEVC encoding and not a remux

No, AVC is H.264 and is a common codec on plenty of blurays. If it was encoded straight from the disc it wouldn't be a remux.

Maybe you don't know, changing avc to hevc really improves the quality of the video to be smoother.

You can try video artifacts like h263 encoded to h264 or h265
