Anon comments are all well and good but not when one single user is so mentally unstable he has created havoc literally every day hes posted on this site. Login only comments would single him out and show everyone how much of a problem he is. You could go even further and add an ignore user option so anyone who ignored him would never see him post. Eventually everyone on the site would ignore him.

Odds are he has at most two ips (home and phone).
Knowing of multiple with the same type of mental issues (leave it at that) ... lets just say using logic odds are if he uses a vpn it will be a free vpn which leave various identifiers.
So going with the possibility of multiple accounts...

Required cookies would identify him.
JavaScript and WebRTC Leak Testing would expose him
Also his dns. Free vpns and even cheap paid vpns use the users real dns. Alot of people domnt realize that when searching for vpns.
If you ban his dns you end the problem completely (he wouldn't even be able to make more accounts) unless he is going to pay for a quality vpn.

Thank you for the suggestions.
I do have some doubts over their effectiveness and practicality, and it's not really something I aim to do. I prefer to respect end users' privacy, so going to lengths to fingerprint users isn't something I'll do.
Just for your interest: DNS isn't really practical or target-able - the default is often an ISP DNS which doesn't point to any particular user, plus DNS is often cached so is rather coarse.

It's entirely possible to do the initial seeding anonymously through a proxy or Tor, but you will have to turn off UDP, DHT, and some 2-3 variants of peer exchange, if you configure your client right to not listen, it won't leak anything, but you need to know what goes under the hood and properly test it. Tor will only get you 5-10MB/s seeding through at best and then you won't be able to seed much beyond the initial seeding because peers won't be able to connect to you, but if the goal is to get the release out there, this works and some people do it just fine.
