Well, bitrate (besides other encoding settings) does matter and here we he got slightly more bitrate than subsplease.
While https://animetosho.org/view/n1658798 f.e. as half bitrate in comparision.
About why - well the encoding settings seem to stay same so they change on bitrate mostly and that can be because the show needs it.
