How to play the file? Unable to open the mkv file in VLC player.

Use k-lite or potplayer. I can play this file use this apps.

I'd recommend the same, and/or:

1. Make sure your VLC player is up to date

2. Move the file to a new folder off the root to avoid certain Windows limits

3. I'd recommend K-Lite to start with as a little easier. Get their site info by searching Wikipedia.
