The fact that it is available on Crunchyroll (which is an Anime channel) and there have been other uploads of this movie mirrored here since 2016. You can argue the same thing about Pokemon being an anime or not even though it is mirrored here too.
It would be better if you did a little more research before making a comment like this.

An Anime is considered anything animated coming out of Japan whether it's a music video, TV commercial, movie, or series.

It has been given a listing on anidb as a music video. It should have been listed that way on Nyaa (Anime -AMV, Anime Music Video) then it wouldn't have come to AT, but oh well. AT leaves such category decisions up to Nyaa to enforce.
