I believe hevc can achieve whatever AV1 users are looking for without the problems.

No it's a 3D toon shaded shot with a low poly count & no anti-aliasing. So seeing one frame it would look like that and has nothing to do with the coding of the file. I imagine it's intentional for the episode. Just think about old 3D video games, it's the same.
