Where is the dual audio version of S01E01 of I parry everything?
Why have an English Dubbed version of the second episode
if there isn't a English Dubbed version of the first episode?

If you checked the media info you would have found both tracks are JP but of different quality.

So basically, this release used a particularly loose interpretation of "Dual-Audio" and isn't actually English-dubbed.

Yes, it is. Dual means 2 and it has 2 audio tracks. I have seen other uploads that are dual and none of them are Eng, but Chinese and JP. Even on NYAA [Judas} stated both tracks are JP for this file.
