So only files with English names can pass, is that why there are no Japanese kanji only in their names and Japanese raw files can pass because they use the English alphabet?

AT only pulls releases with English dubs or subs or both. How they are named is irrelevant here. As the previous commenter suggested, there is nothing to demonstrate that this release here contains either.

This torrent is here because TT is a wild place without strict content management. This release should have been placed in the "Non-English" category on TT, not the "Anime" one.
