According to AniDB, an anime database, only 7 episodes of this show have ever been translated into English. The website for the group that translated those 7, Hotblood-Subs, is gone. Your best chance would be to find another fansub group that might be interested in this project. For the subject of racing, motorsports, the age of the participants (young) and the age of the series (1996), I can't think of any specific fansub group to suggest. Maybe someone else can.

The last recourse would be the pay-for-play group/guy, Anonymous Russian Rippers (ARR) who will translate and subtitle old anime for a price. I have no idea what price structure they use but it probably reflects some kind of hourly wage. One advantage is that some Russian archives have better quality video of old anime shows. Note: I am not recommending this option. I've never dealt with this guy/group myself, and I have no idea what you may be getting into if you do. Maybe someone else here knows more about them. According to AniDB, they have a low completion percentage. That is, they start a lot of projects but finish few of them.

Ahh... I remember this back when it was aired in local dub. Raws are available at nyaa so who knows, someone might work on this. It just needs subtitles.
