Can anyone tell me. Why the weight video file of HorribleSubs 480, HD720 and HD 1080 so low in size?
Should I just download 1080 because it so low?
Video will not really blur or something?

I think this is a new experiment for compressing a video.
Well I don't really know how it will affect the video though.

This is my opinion though, I think Horribblesubs try to compress this anime because Rewrite graphic doesn't really good

There are no benefit in high-size MB if rewrite graphic design is already so bad.

HorribleSubs does not encode nor sub anything. It's stream rips. In this case Crunchyroll is doing a new lower quality encode.
Fortunately the older method is still available to rip (for now), so HorribleSubs is re-ripping it with that option.

Graphic in Rewrite is bad? Load of nonsense. The screenshot showcased that the animation is at best as compatible with other mid budget modern anime. Not to mention that you don't use the term "graphic" for an animated series.

The only answer is to compare for yourself.

Some people see flicker in florescent lights, some don't. People differ in what they find acceptable.
