As I understand things (from Nyaa notes and such):

1. this is the unencoded BD video muxed with the Japanese audio only (English dub skipped) and English subs into the familiar mkv package. So no video data reduction at all, hence the size.
2. The source is a BD out ahead of the official release date.
3. I've seen no request or promises for encodes of 1080p, 720p or 480p yet for or from Horrible. I would guess they'll come eventually.
4. English dubs are on the disk, so other sources will probably include them in their own releases, eventually.

At present, the torrent in your note is listed at Nyaa under Raw Anime, not English-translated, so it would be automatically filtered out of our listings. We'll probably wait a little while to see if Nyaa changes the category listing, or I'll ask admin about a manual add.
