Who encodes 1 ref frame with a rig of 8c/16t? These bloated sources lately have been quite annoying.

I think the cause is using the graphics card to accelerate transcoding, the software for it isn't mature yet so it makes them larger than with the CPU alone

I wonder if intentional bloat could be intended by the source for non-technical reasons, like to chew up the bandwidth of unauthorized streaming competition? The other sites could re-encode, but anything to make life more difficult. As you say, it doesn't make sense technically.

It's a Crunchyroll thing. There's a good explanation of the reasons for the frame changes here, which covers quite a few technical points for the streaming platform they use.
