yeah, this is a reencode with crf 24. Not sure about the low quality part though. Download the source first and then compare both before saying something about the quality. Rip encodes are usually encoded with 15-18 crf and it's size depending on the anime will be around 300-600mb, a reencode on the other hand is done with crf 22-26 which would be around 70-150mb depending on the source and anime. This is more of a balance on the size and quality.
