I guess I'll have to wait for a 720p version since I can't see the subtitles on my screen though [EMBER], [Anime Time], and even [Raze] releases (forget ATS... I don't even bother with them)

It doesn't work that way, unless your player is way weird.  I recommend Potplayer.  You should be able to get a dl site for it from Wikipedia.

I'm using Media Player Classic on a 36" TV screen. I don't see any options to correct the way I only see part of the subs at the bottom of the screen.  I have tried other 1080p downloads of other series with the same outcome, the subs are cut off at the bottom and I can't scroll down to read them.  TV settings maybe?

MPC's subtitle renderer is outdated, use xyzsubfilter or mpv. If the problem prevails just blame [EMBER] as they are known to fuck up things from time to time

unless you are using k-lite's version (see wikipedia), MPC is an out of date project.  I would update to k-lite's version.

as for TV settings: It does sounds like something is wrong if the full picture isn't being displayed either in full-screen mode or in a maximized window.  I would first see if the device is reported properly to your computer's OS as a 720p.  I'm also assuming this isn't an old CRT, that it isn't 4:3, and that it is connected by hdmi.  By the way, is it the only display connected to your computer?  That also would be strange.

Depending on all that, you may want to pick up a desktop LCD display to use.  But I would first check your settings and update your software.  And if 720p works, it may be easier to leave this series alone for now.

I'm running windows 7 on a PC that is using an Insignia smart TV for a monitor through HDMI (old monitor crapped out). I have tried different TV settings with the same result so I am going to give up for now and wait to see if anyone will have a 720p in the future.
Thanks for all of the help though.

given your os and hardware, I'd say you are doing well.  good luck.

I'm running windows 7 & viewing on a 56in HDMI TV with no problems.
You have either a software problem, a setting problem, or a combination of both.
If your monitor crapped out then your TV is probably being driven by the monitor settings or a default setting.
Either your CPU/video driver or Video card driver might need software update.
You need to search how to access and adjust windows 7 video output and video driver output to match the specs of your TV.
Video player replacement may be necessary if the above fails.

Try the following:

View - Video Frame - Touch window from inside

"Stretch to window" will work too but the aspect ratio maybe off if the menu bars are up.

I tested this using the 64 bit version, not sure if your version will have these settings.

OK   there was a "PC" screen setting for my TV's display. If I go to full screen on MPC I can see everything just fine now. Going to take some time to get used to but at least I can watch he second season episodes now. I'm not very computer smart so I will stick with this setting for now.
Thanks Again
