the subtitle for this file is already remuxed in the video right? or do i need to download the ass file?

The MKV seems to have a PGS track muxed in, so you don't need the .ass file unless you want text subtitles. The second preview image shows what the rendered subtitle looks like.

If video file have subs, if most cases you will see "Subtitles All Attachments" section on the AT entry.

They aren't hardcoded and can be turned off.

Yes, they were left there on purpose. Some like the original subs also since some players won't handle ASS files.
