And for anyone else interested in filtering the JP DVD release of Bleach themselves. You will not get rid of the artefacts presents in some frames without restoring to ~24fps, but that will destroy all panning shots and some effects and objects (that have movement) in the background. Basically you'd have to go scene-by-scene and do each opening+ending separately and stitch them back.

The easiest way is to simply deinterlace with moderately agressive, but accurate (the computationally really expensive ones), frame blending so the artefacts are minimsed both in size and % of the frames shown to the user. This way you wouldn't have to manually go over anything, other than splitting the final episodes after the d2v has been encoded. The audio will also be in-sync without any fuckery. I found this was the only way to really make the op/ed look good as well. Naturally, you should also clean the frames before you do any deinterlacing or blending to give the computer best cards to play with. This incurs a size penalty, nautrally. But with AV1 pushing the size as small as it does, it was a fitting choice that produced episode sizes of ~250mb.

Some will be really tempted to try and figure out how they can truly get rid of the artefacts, but I'm sorry to tell anyone reading this. You won't be able to. Not without tremendous amount of manual labour. That's why these same artefacts are present in the official Viz bluray release. Hell, I'd wager you'd have a better chance at culling some of the artefact frames from the Viz bluray and replacing them with the correct adjecant frame, since they're mostly just duplicates (you can check frame-by-frame in mpv). But the key word again is "mostly". It's a hassle and a half.
