It might be a re-encode but it's definitely not crap. A while ago I compared many versions of Natsume S1 releases, and chose RUELL-Next (720p) over all the so-called 1080p versions (because every 1080 source was an upscale, and visibly so).

Looking at ep1 from S1 of ruell and this release I do see color differences, but it's not a rule breaker. For the size of this release, it's incredible; and nobody's even gonna notice the difference unless they do what I did (compare side by side). These are all from ep1:
