Here's an address for the basic toolkit for working with mkv files.  And it has a lot of great blog info that might address your question:

But if you are asking about re-encoding an already encoded file from 8-bit (HiP) to 10-bit (Hi10P), you won't improve the video quality.  Encodes are data reduction procedures.  You'll need to create your 10-bit version from the un-encoded raw video.

I'm trying to catch my 8Bit encodes up. A few more days and I'll be releasing 10bit, 8bit and MP4 all in 1 go.
