why don't you reencode it yourself? Than wait for someone who steals someone's work and make money out of it. And why find worse release than the current 'best' one from 'real' source?

Are you being sarcastic? If not, then it is not that shocking since it is not a common knowledge of how these things really work. I myself didn't know the overall story about it, but here's a little explanation:

1. Illegal streaming sites either:
   a. Steal from legal streaming sites like daisuki, crunchyroll, funimation and etc.
   b. Steal from 'fansub' groups like Commie.
2. Other 'sites' who offer re-encodes or downloads in smaller sizes:
   a. Steal someone's subtitle/translation and hardsub it together with their encodes.
3. Fansub groups:
   a. Have members who really works their ass off to offer their own translations/edits from legal streaming site's.
   b. Also offers the best video quality possible since they themselves find their own raws to encode in the best quality and compression.

So no doubt, there's nothing to argue about since Fansub groups offer the best of the best with their best work to offer quality anime for 'free'. Although they are somewhat still illegal, but the cause they only want to share to others is their favorites anime to gain some more audience for free. Unlike other people who steals other people's work just to paste it on their site to gain money from ads. Fucking stealers deserved to be wiped off from the internet an people should be more knowledge as to whom is really behind all of these animes they are enjoying to watch.

No doubt there are sites who try to make money the way you describe.  However, if you follow their blogs, re-encode groups like Deadfish just hope to break even or not lose too much money each month, like some fansubs.  Re-encoders also mostly re-encode Horrible's releases, which is a special case.  

The re-encoders came into existence after the fansubs went to a format that a lot of people couldn't use on their low-end laptops or alternate playback devices like set-top boxes, game consoles and now phones and tablets.  So hardsub re-encoders came into existence to meet a need.  And apparently hardsub re-encodes are getting more popular all the time, probably due to the rapid growth of tablets and phones for video.  Someone recently presented an example where it looks like the Deadfish re-encode was getting ten times the downloads of the original it was based on. (!!)

Fansubs don't get worked up about re-encodes, because it's pointless and a little silly.  If they ever cared, they could add their own 8-bit hardsubbed releases.  But they won't.  They do what they do for their own satisfaction.

So live and let live.

In short, re encodes exist because they have a market for lazy fucktards or dumbasses who don't know how to encode their own videos.

Also for fansub, fansubs don't do useless things. That includes re encodes.
