It's for if you want to incorporate the commentary track. Then the commentary is selectable as an audio track during playback

And to guess your next question -why didn't Coalgirls just include it in the episodes-- probably because it would increase the file size of ep 1 from 600MB to 850MB and ep2 from 525MB to about 700MB.

Works as a patch. If you're unsure of how, find another patch download and look at the bat file for the command format.

And to anticipate your last question, I believe the commentary is Japanese audio with no subtitle translation, hence only of interest to some people, hence not included by default.

There are few/no "right" answers in fansub. Some people are concerned about file size for various reasons, such as metered service. Some aren't. Some need certain features for playback, such as to use set-top boxes. Others can more easily adapt to different formats and subtitles.

Coalgirls deserve credit for trying to meet user needs -to some extent- with ordered chapters, back when file size was more important for most people, --and when the base size of Coalgirl's files tended to draw gasps anyways.
