Compared with what?
As the uploader noted, this is a re-encode of other encodes, so not based on BDMV. CRF as the main quality control setting is rather high (1080@24, 720@21, 480@20).
So this isn't anything near BDMV quality. Expect obvious glitches, especially within fast paced scenes.
Nobody knows, if the size/quality ratio is OK for you, anyway.
So I'd suggest to just grab a file and make your own judgment.

The source files the uploader used takes 120 GB and this release takes only 15.5 GB when considered you should not expect BDMV quality.
On the other hand size/quality ratio is really really good. It looks great on my 42 Inch Led TV.

As good as you'd expect from a HEVC re-encode.
