I guess he's suggesting it may not be a very good translation, but it sounds like there should be some English-like subtitles. That being said, no way I'm downloading something this big just to find out.

I'll assume your question has to do with Hi10P format?  It's a format that is not supported by all video players.

1. One option is to look for versions of this title that say "8-bit" in the file name.  It should play fine on any video player.  This group released such a version.  However, I'd recommend the 8-bit version by Hatsuyuki.  They've been fansubbing for a long time and have a good reputation.  There's a link to their version here at AnimeTosho.

2. To play Hi10P format, you would need to install a video player that supports it.  Also, you need to have pretty good hardware.  The current Intel line (i3, i5, i7) are recommended by those responsible for the h264 standards.  At the least, something with multiple cpu cores.  In terms of software, one common set-up is provided at http://www.cccp-project.net/  Or http://www.videolan.org/vlc/index.html for a player called "VLC".
