Did CBM use the R1 subs for all their episodes?

I believe so. I would be normal for CBM, and these subs have the typical R1 where the OP and EN alternate between English and romaji between episodes. And no other credits are mentioned on the Nyaa page.

2 tracks: full subs; and signs and songs for those using the English audio track.

I'll compare the subs between Hiryuu and CBM to confirm that this was not the former's release.

The online viewer only applies to subs from a few years ago, like these.  More recently, clicking on the subs link under the preview pictures will usually download the subs file to you in a compressed xy format that needs to be uncompressed with 7-zip or other zip utilities to create an ass or srt subs file.
( http://www.7-zip.org/   Free, commonly used here at AT.)

If the subs are ass or srt files they can be viewed in any text editor like Windows notepad.  If the subs are SUP or PGS, those are graphical formats, native on commercial BD releases.  I don't have a viewer to recommend for those off the top of my head.
