The screenshots are bugged: for some reason ffmpeg cannot decode this video unless you make it decode from the beginning. Or you can use other application, as seems only ffmpeg has this bug (of course, as a exception).

FFmpeg-libs version? Steps to reproduce?
Can play this with mplayer using ffh264 (FFmpeg H.264; libs 3.3.6) starting from random position.
Saw it now after some more tries. Doesn't work, when once triggered.

Seems like all H.264 4:4:4 (10-bit?) files are failing to decode properly. Was on libav 3.3.6, upgraded to 3.4.2 now but same issue.
I recall 4:4:4 failing to decode in the past, which was fixed by using another build. Will have to look into what's going on this time.

Update: doesn't seem to be just a build problem. It seems the following command is enough to demonstrate corruption (3.4.2):
ffmpeg -y -noaccurate_seek -ss 15 -i '[Asenshi] Yuru Camp - 02 [10644618].mkv' -an -sn -dn -frames 1 output.png
My very quick mplayer test seems to have the same issue:
mplayer -ss 15 -frames 1 -vo png '[Asenshi] Yuru Camp - 02 [10644618].mkv'
Both tools throw a few errors. Testing with an extracted I-frame (extracted using ffmpeg and -vcodec copy), I get the same issue with VLC and MPV, though MPC seems to decode it fine (and is the only player I've tested which fully works with all this).

It's very likely a FFmpeg regression:

Maybe works on mpv 0.28.x with --vd-lavc-assume-old-x264=yes. I'm currently running 0.27.2, can't test without building from source (which would be rather pointless work, as I'll get it anyway with a system upgrade, scheduled within the next weeks).

ffmpeg suggests to build against libx264 150 (nothing changed, as I understand the bug data).

Wow thanks for finding that!
So it seems to be an issue with 4:4:4 encodes done with older versions of x264.
Trying to fix this may be tricky...

Recognized your question about setting libavcodec options on PyAV bugtracker. Can't help with that, sadly. Let's see, if someone has a clue.

Looks like a proper fix will take some time, because the option was only added very recently, requiring the latest libav, which has changed its API and not compatible with PyAV.

Ended up making a hack in libavcodec to assume old x264 builds by default. Hoping this doesn't actually break anything else.
