What kind of encoding was used with these videos? every time I go into the  folder with the videos or if I try to rename and even just move the folder or a single file they always make explorer take a long time to do anything and sometimes to the point where windows will restart explorer.

Probably because the file directory is alrd too long.
Try use TeraCopy to move your stuffs.
In the future, point your download to level 2(?) directory first, to prevent long directory problem. e.g. F:\Downloads

If your issues are due to the maxpath length problem, Win10 has a way to remove the limitation that you could try.

Surprising this problem with videos doing this is still around. I remember first running into this problem with windows xp and then again on windows 7 and now 10.

The title of this torrent says HEVC, and mkvinfo says it is 10-bit HEVC.

With some file types (avi, mp4, jpg) Windows will attempt to create a snapshot image and display some basic info in the bottom margin of the explorer page.  You'll want to make sure it doesn't do that for mkv files, since hevc may take a long time or crash.

Another option for checking is to use a utility like MediaInfo to examine already downloaded files.
