Nah it's based on SoM's work which is legitimately the entire show color corrected to it's true colors

Yes we have seen pictures of the original cells used in production before the colors degraded

basically they use original animation cells and backgrounds used back when Dragon Ball was animated as reference, because unlike film, those doesn't degrade as quickly and preserved the original colors nearly as good as it was back then
