would be nice, we rarely see a good remux (without broken tagging or straight up corrupted video (looking at you TTGA)) let alone a good DV remux (see the previous 2 attempts to release this movie)

the subs really needs to be changed. it's really bad. is it possible to grab better subs? will remuxing additional subs via MKVToolNix cause problems with the video encode?

remux should be fine, but you can play the subs externally first to see if the timing and contents are acceptable.

even the uploader is not sure to the subtitle's source (thinks it might be googleplay)

muxing new subtitle will not cause any problems to the video

Of course not. MKVToolNix is there to do exactly such tasks, i.e. combining/muxing various audio, video and subtitle streams without any damage.
You also can use various subtitles externally without muxing it into the movie.
