Will this codec result in files half the size of your av1 encodes if let's say you were to encode it.

Why would you want to encode an AV1 vid to H266?
That would just add another layer of compression and would deteriorate the video quality.

I think, if they aiming for latest or highest devices, audio will also use FLAC.

This seems to be experimental.
Most mainstream media players and video cards don't yet support H.266/VVC decoding.
