I believe Neon Genesis Evangeleon was listed as "A Netflix Original Anime Series" as well.

What makes the difference is that Neon Genesis Evangelion was originally written and directed by Hideaki Anno and has started long before there was any Netflix ;)
But Cannon Busters was originally a comic book written by an American jusu like The Wild Storm or Amazing Spider-Man.

Everything else animated by a Japanese studio has been classified as anime, including Iron Man, Blade, Wolverine, X-MEN, Ultraviolet, etc. Even Red Turtle and Radiant which were based on French materials yet animated by Japanese studios.

So yes, Cannon Busters is 100% anime.
