Surely you're joking. That bitrate-starved mini-re-encode is chock full with glorious compression artifacts, blocking, and banding:

You can't get similiar quality from mini-encodes; if you could, then no one would be encoding anything but mini-encodes.
Mini-encodes are done for those who want smaller sizes but don't care about the quality loss.
Beatrice's raw looked a lot better than the Hi10 re-encode. Though Beatrice had really blurred the video with too strong of an AA filter:
